Bel Air has a history of creating and implementing strategic plans, having done so twice over the last ten years. Town leaders indicate that previous plans have proved to be beneficial by focusing attention and resources on a vision, mission, common values, and high priority initiatives for the community.

The primary reason for strategic planning in Bel Air is to anticipate and act on forces for change that will affect the town over the next several years. By identifying such forces, taking advantage of opportunities they will present, and avoiding threats they may create, the town can best manage it's destiny.
