Human Resources The Human Resources Department oversees salary administration, hiring, promotions, terminations, and employee benefits. In addition, this department manages the Town's alcohol and drug testing program for all pre-employment candidates and eligible employees. Additional responsibilities include processing all claims involving Town property and Town vehicles, assuring compliance with federal law, and processing all complaints concerning ADA provisions. Benefits The Town of Bel Air offers a full benefit package to employees, including:Town Clerk The Director of Human Resources and Administration performs the duties of the Town Clerk. The Director drafts legislation and policies related to administrative issues for the Board of Commissioners' review; finalizes all enacted legislation; interprets Town laws and regulations; prepares official notification for public hearings and other official enactments; verifies compliance with State Open Meetings Laws; and oversees all Town elections. Board of Commissioners The Department schedules all Board of Commissioners' meetings, coordinates the Board's social obligations, and prepares the Board's agendas. Elections The Department enrolls candidates for Commissioner and oversees the Town election process in coordination with the Bel Air Board of Elections. Permits Permits for peddlers/solicitors, vendors, and massage businesses. Processes applications, approves the permits, and monitors the permits for compliance with Town rules and regulations.Town Events The Director coordinates all Town events on public property within the Town limits. Applications for events on Town property must be submitted at least eight weeks prior to the event. Conditions and fees for holding an event on Town property are established by information that is provided on the application form.
