Vendors, Itinerant Merchants, and Solicitors

It is unlawful for any person to engage in the business of itinerant merchant, vendor or solicitor in the Town of Bel Air without having first secured a license from the Town.

Permits for peddlers/solicitors, and vendors are issued by the Administration Department. Prior to issuance of any permit, the applicant must present the following documentation:

• A copy of the approved Harford County Peddlers' Permit.
• If you are selling produce of food items, the applicant must submit written proof of approval from the Harford County Health Officer.
• If the request involves private property, written approval from the property owner.

In most cases, it takes at least 24-hours for a permit to be issued. Applications are only accepted Monday through Friday, 8:30 a.m. to 4:00 p.m.

Permit costs are:

• Solicitor $20 for 30 days or less
• $40 for 31 to 90 days

Itinerant Merchants

• $40 for 30 days or less
• $60 for 31 to 90 days
• $115 for 90 days to 6 months^*

* Itinerant Merchants going from house to house are not eligible for a 90 day to 6 months permit.

The Director of Administration of the Town may suspend for a period of up to 60 days, revoke, or refuse to renew any license upon a finding that the licensee, while selling or soliciting, has engaged in fraud or willful misrepresentation, has committed any unlawful act, or has refused to leave the premises immediately when requested by the owner or occupant.
