The Planning Department provides a wide variety of services to the residents and businesses of Bel Air related to the physical and economic development of the Town. The department is responsible for land use planning, zoning administration, development review, historic preservation, as well as other urban development activities. The Department also provides staff support to the Planning Commission, Board of Appeals, Historic Preservation Commission and Tree Committee. The Department is the primary interface between the Town and the Bel Air Downtown Alliance. A major responsibility of the Planning Department is to prepare and maintain the Town’s Comprehensive Plan. The Department is also charged with coordinating the Town’s Parking Plan and lease parking program, the Neighborhood Transportation Management Program, park planning, updating and enforcing the Town’s Development Regulations, preparing state reports, review and analysis of site plans, subdivision proposals and rezoning requests.
The Planning Department is located at 705 E. Churchville Road next to Bynum Pond and John Carroll High School.

In response to a request by the State, the Town is providing links to the State's American Recovery and Reinvestment Act (ARRA) and 2010 Census Outreach websites. By doing so, citizens will have a greater opportunity to see where ARRA dollars are going and also help local contractors better identify project opportunities. The State also requested that the Town include the 2010 Census link to help ensure a more complete and accurate response to next year's decennial survey so that Maryland citizens receive their fair share of federally-funded programs and services for years to come.
