Annexation:

Annexation is the legal process for including unincorporated areas into the corporate limits of the Town. To begin this process, at least 25% of the property owners within the area to be annexed must submit a formal petition to the Town requesting annexation. The property must abut the corporate boundaries. The Town then schedules all necessary State, County, and Town review procedures, advertises the request, prepares a Resolution formally outlining the area to be annexed and any specific annexation conditions, posts the property, and conducts at least one public hearing on the request.

Forms and background information are available at the Planning Department.

Demographic Information:

The Town of Bel Air is the governmental and commercial center for Harford County with a large daytime population and a rural suburban character.

Location:23 miles north of Baltimore
Area:2.9 square miles
Population:9,722 (2000 Census)
Households: 4,235 (2000 Census)
Median Household Income: $44,135 (2000 Census)

A complete demographic package outlining the community's market area, population, housing, labor force, and income characteristics is available for $2.00 from the Planning Department.

Donations & Memorials:

Park Development
This Town has several public parks that are suitable for living memorials and park furniture donations. Inquiries regarding available locations should be directed to the Planning Department.
Memorial Tree Grove
The Town Tree Committee developed a landscape plan for the Shamrock Park Memorial Tree Grove located off Lee Way. Numerous tree and shrub species may be selected for living memorials. A brochure is available at the Town office.

Economic Development:

Marketing Data
The Planning Department maintains a wide variety of materials intended to assist local businesses and prospective businesses. Some items of possible interest include the 2000 Market Study, an available space inventory which is updated quarterly, and several promotional pamphlets about shopping, parking, and events within the Town.

Archer - Bull Award
This architectural design award is presented for exceptional design of new construction or rehabilitation projects. Nomination forms are available in August through the planning Office.

Environmental Issues:

Floodplain and Wetlands Information
The Town Planning Department handles all Flood Insurance Rate Map (FIRM) questions. Copies of the FIRM are available for review at the Planning and Public Works building and at the Town Hall. Wetland areas as determined through engineered delineations are mapped and available for in-house review at the Planning Department.
Tree Replacement/Forest Conservation
The Town Development Regulations require the mapping and evaluation of tree cover prior to issuance of any permit. Small lot development (under 40,000 square feet) requires an individual tree stand delineation. Large lot development (over 40,000 square feet) requires a Forest Stand Delineation (FSD) and Forest Conservation Plan (FCP) as indicated in the Town's Forest Conservation Ordinance No. 529. Copies of the ordinance and/or stand delineation requirements can be purchased through the Planning Department.
Environmental Assessment
Any development project requires the submission of an Environmental Impact Assessment Report (EIAR) addressing identification, protection, impact mitigation, and enhancement of the environmental resources of the project site and its vicinity. Submission requirements typically include maps and analysis, and narrative fully and accurately describing the environmental impact of the proposed development. The EIAR is submitted to the Planning Department at the time of request for project development.
