The Bel Air Board of Town Commissioners will hold a public hearing on Monday, April 20, 2026, at 7:00 PM, at Bel Air Town Hall, 39 N. Hickory Ave., Bel Air, MD 21014, to consider: Ordinance No. 858-26 amending Chapter 165. Comprehensive Plan and Development Regulations Part 2. Zoning Article IX. Special Provisions and Modifications § 165-64. Special provisions of the Bel Air Town Code, to introduce Development Rights and Responsibilities Agreement (DRRA) provisions, consistent with Md. Code Ann., Land Use Art. § 7‑301 et seq., establishing a framework for approving multi‑phased development and negotiating enhanced public benefits in exchange for project vesting.
